The most successful, time tested and cost-efficient crime camera program in the United States, Project NOLA dramatically increased its operational effectiveness in 2022, adding extremely powerful (yet socially responsible) Facial, Clothing, Vehicle & Bicycle Recognition to its Ultra-High Definition Crime Camera platform that quickly led to the arrest of over 100 violent criminals in New Orleans, resulting in 37% less Homicides, 43% less Non-Fatal Shootings, 56% less Armed Robberies, 49% less Carjackings and 44% less Auto Thefts by the end of 2024!  Additionally, Project NOLA has helped NOPD Homicide dramatically increase their YTD 2024 case clearance/ solve rate to an amazing 65% (compared to National Average of 52%) and the 8th District's Violent Crime Clearance rate to over 85% within the French Quarter ( TWICE the National Average of only 37%), greatly bucking rapidly declining national case-clearance rates.

Comparing 2025 YTD to 2022, Murders are presently down by 44% (tragically including the 14 victims of the 1/1/25 terror attack), Non-Fatal Shootings are down by 71%, Carjackings are down by 86% and Armed Robberies are down by 69%, evidencing that Project NOLA has helped reduce violent crime in New Orleans more greatly than any other major city within N. America!  In the NOPD's 8th District, where Project NOLA has a large number of Facial Recognition Crime Cameras around the French Quarter, Non-Fatal Shootings are down 75%, Armed Robberies are down 67%, Business Burglaries are down 64%, and Auto Thefts are down 69% YTD 3/10/2025 vs 2024!

How Project NOLA Actively Helps Reduce Crime & Counter Terrorism:

1.
Residents & Business owners host Project NOLA Ultra-High Definition Crime Cameras on Homes, Businesses, Churches and Schools that are Live Monitored at the NOPD 8th District Station & LSP Troop NOLA's HQ at the Cabildo to detect and engage crimes in Real-Time
2.
Project NOLA Facial Recognition Instantly Alerts the NOPD, LSP, FQTF and other LE Partners to the Live Presence of known Wanted Criminals, Dangerous Subjects & Criminal Defendants Violating their Terms of Release
3.
When crimes occur, Project NOLA uses extremely powerful Facial Recognition, Clothing Recognition and Vehicle Recognition to help identify and locate suspects, which has led to the highest Violent Crimes Case Closure Rates in the 8th District that are TWICE the National Average!  Project NOLA then closely works with local, state & federal prosecutors, strengthening criminal cases against felony defendants to significantly increase opportunities for successful prosecutions and justice being served
4.
Crime CONTINUES to go DOWN, Quality of Life CONTINUES to go UP, and the Local Economy CONTINUES to be STIMULATED

Project NOLA leads to ID & Arrest of Gunmen within 1 Hour of Mass Shooting

Picture
Within minutes of the November 21st deadly mass shooting in the French Quarter involving a carefully concealed 3-member hit squad, Project NOLA instantly provided the NOPD information that swiftly led to the arrest of one gunman 1 hour later and warrants for arrest of others involved. Keenly intent on killing, the gunmen drove onto the 700 block of Iberville directly behind a police car and abruptly opened fire within 1 minute of parking although knowing officers were in the immediate area. The gunmen shot their intended target (who survived) and mercilessly point blank shot a nearby female dead, injuring two innocent bystanders in the process before making good their escape in a silver Honda sedan.

FAQs:

How is Project NOLA different from the City's Crime Camera Program?
Project NOLA is a 501c3 NGO funded by charitable donations that independantly operates a National Real-Time Crime Center at the University of New Orleans.  In addition to being in operation approximately 2x longer than the City's RTCC, Project NOLA operates approximately 10x more street-facing crime cameras that offer up to 15x higher definition in picture quality and significantly advanced advanced crime fighting capabilities.  Unlike the City's RTCC that mostly requires officers to relocate to Rampart Street to live-monitor cameras, Project NOLA Crime Cameras may be remotely monitored at district stations and mobile devices, providing AI Generated automated alerts upon suspicious activity, crimes in progress, and when known WANTED suspects are detected live on camera.

What percentage of Violent Crimes does Project NOLA help solve in the French Quarter?
Significantly contributing to the investigation of most Murders, Shootings and Robberies in the French Quarter, Project NOLA has helped catapult the NOPD's 8th District Persons Crimes case closure rate to around 80%, TWICE the National Average of 37% and very possibly the most impressive Violent Crimes case closure rate of any major police precinct/ district in America!

How often do Project NOLA Live Facial Recognition Crime Cameras alert the NOPD to WANTED Suspects entering the French Quarter?
Our LFR Alert platform often leads to the arrest of over a dozen wanted subjects every month within the French Quarter, and has helped the NOPD, LSP Troop NOLA and OPSO capture as many as 3 wanted suspects within a 24 hour period.  Many of the arrested subjects are wanted for violent crimes outside the 8th District, with some even being wanted from out of state.

How is Project NOLA more advanced and successful than any other Crime Camera program in America?
An industry pioneer developing digital crime camera programs for police departments around the world since 1998, Criminologist/ Project NOLA founder and Executive Director Bryan Lagarde drew upon his prior experience working with the NOPD and OPDA to create what has become the most successful, yet socially responsible, crime camera program in the United States.  Closely working with police and sheriff's departments across America, Project NOLA constantly learns more and diligently works to improves itself.

How does Project NOLA do so much with such little funding?
Developing & operating its own RTCC/ Datacenter at UNO rather than using expensive third party data centers and commercial services, Project NOLA requires substantially LESS funding to do MUCH more.  Project NOLA uses funding from charitable donations to purchase high quality crimes cameras, and only charges camera hosts & sponsors the little it cost to receive, record and rebroadcast video to local law enforcement.

Why not have the City fund Project NOLA?
Project NOLA greatly leverages advanced AI-based technology to search for criminals using Facial Recogntion, Clothing Recognition, Bicycle Recognition, and License Plate Recognition.  In addition to the City of New Orleans having ordinances that prohibit City money being used to operate Facial Recognition Crime Cameras, Project NOLA can help better protect people's privacy by not accepting City tax dollars, which may require sensitive video footage to be subject to open records requests.

Why get Project NOLA Crime Cameras in areas where the City already has Crime Cameras?
Many of the City's pole-mounted cameras are very old no longer function, including a large number of City cameras that still blink Red & Blue lights.  Additionally, Project NOLA Crime Cameras provide vastly better picture quality and advanced functionality that more greatly assist with criminal investigations and significantly bolster OPDA's cases.

How accurate is Project NOLA's Facial Recognition?
For the past two years, Project NOLA's Criminal Detecting Facial Recognition Crime Cameras have averaged 99% accuracy regardless of lighting conditions and skin complexion.  We attribute the high accuracy rate to the exceptionally high quality Sony STARVIS video sensors found in our crime cameras and our highly advanced FR algorithm.

What happens when criminals wear masks?
Project NOLA uses a combination of Facial & Clothing Recognition to locate instances of the perpetrator before and after the crime, when their faces are exposed.  We often sucessfully use this technique multiple times per day to help solve crimes in the 8th District.

What happens when Perp-Vehicles do not have valid plates?
This happens more often than not and is why Project NOLA heavily focuses on Facial & Clothing Recognition to help solve felony crimes.  However, our advanced AI may also find vehicles based on Make, body style, color and uniquely identifiable markings or body damage.

Project NOLA greatly respects and prioritizes people's right to privacy. Raw footage and metadata from Project NOLA's nationwide network of crime cameras is securely stored on servers at Project NOLA's National Real-Time Crime Center located at the University of New Orleans, and is only used to assist Law Enforcement responding to Emergency Situations and Investigating Felony Crimes.  Project NOLA's Proprietary Data is automatically deleted and overwritten within two months, is never sold, and is not shared with third parties outside the public safety community.

Where legally permitted, Project NOLA operates Facial Recognition Crime Cameras installed on private and commercial property.  While authorized law enforcement personnel may remotely access camera video and receive automated alerts when a known wanted felon is potentially detected live on camera, only Project NOLA supervisors may access Facial Recognition data to conduct searches, which are strictly limited to assisting with felony investigations and missing persons cases.  A community based public safety initiative, Project NOLA does not use Facial Recognition to identify or locate individuals possibly facing deportation from the United States or involved in peaceful protests, unless an individual is also wanted for a Felony Crime.
