New Orleans 2022 Crime Reduction Plan

With only around 900 NOPD Officers on active status and the City's pole-mounted License Plate Recognition (LPR) Cameras down since last year, crime is sharply rising around New Orleans.  The current situation enables and emboldens criminals and it may take a decade to rebuild the NOPD to again having over 1600 officers to proactively patrol our beloved city. The key to immediately and significantly reducing crime in New Orleans lies in our ability to come together to do what can swiftly and reasonably be done to dramatically increase the efficiency and effectiveness of our criminal justice system.

Operating the largest, most successful, cost efficient and time proven crime camera program in the United States, here is how Project NOLA would like to help significantly reduce crime in New Orleans:

1:

Immediately add Facial Recognition capabilities to at least 200 of Project NOLA's existing Crime Cameras around New Orleans, to even more Effectively Monitor known Violent Offenders and Alert the NOPD of Dangerous Suspicious Activity, Crimes in Progress and the Location of Wanted Subjects

Place 100 License Plate Recognition (LPR) Cameras on Popular Thoroughfares often used by Criminals

 Place 200 Auto-Tracking Pan-Tilt-Zoom Crime Cameras with Facial Recognition, Gunshot Detection, and Red & Blue Police LEDs around ABOs and other High-Traffic Areas

Fund the Creation and Operation of a Volunteer Organization connected to either the DA's Office, OPSO or the NOPD to Help Proactively Monitor Project NOLA Crime Cameras

Create an Innovative Monitoring/ Mentoring/ Crime Intervention Program for the Orleans Parish Juvenile Justice Center, whereby up to 200 At-Risk Juveniles may be Monitored in Real-Time and receive Proactive Guidance & Intervention Assistance by Professional Councilors, via Special Audio/ Video/ GPS Enabled 2-Way Communications Devices that will Automatically Alert if Separated from the Arrested Subject or Upon Violation of Court Instructions

Instantly & Dramatically Increase the Operation Efficiency and Success of the French Quarter Security District by Placing 100 Facial Recognition Cameras around the 8th District, which will Automatically Prompt Project NOLA Staff to Visually Verify and Assess and Possibly Alert the NOPD/ FQSD of a Suspected Wanted Subject and In-Progress Criminal Activity.

Create a Special Monitoring Program based on Project NOLA's Proprietary Facial Recognition Platform, Involving Criminal District Court and the Orleans Parish DA's Office, whereby Project NOLA Staff may Alert the DA's Office when Someone Awaiting Trial is Observed Violating a Court Order.

Work with Civic Associations and Security Districts to place License Plate Recognition (LPR) Cameras around New Orleans Neighborhoods

Project NOLA greatly respects and prioritizes people's right to privacy. Raw footage and metadata from Project NOLA's nationwide network of crime cameras is securely stored on servers at Project NOLA's National Real-Time Crime Center located at the University of New Orleans, and is only used to assist Law Enforcement responding to Emergency Situations and Investigating Felony Crimes.  Project NOLA's Proprietary Data is automatically deleted and overwritten within two months, is never sold, and is not shared with third parties outside the public safety community.

Where legally permitted, Project NOLA operates Facial Recognition Crime Cameras installed on private and commercial property.  While authorized law enforcement personnel may remotely access camera video and receive automated alerts when a known wanted felon is potentially detected live on camera, only Project NOLA supervisors may access Facial Recognition data to conduct searches, which are strictly limited to assisting with felony investigations and missing persons cases.  A community based public safety initiative, Project NOLA does not use Facial Recognition to identify or locate individuals possibly facing deportation from the United States or involved in peaceful protests, unless an individual is also wanted for a Felony Crime.

Project NOLA unbiasedly treats all individuals equally without favoring with or discriminating against particular groups.  Safeguards in place to protect individuals right to privacy and freedom of expression include Project NOLA Crime Camera Hosts having the right to immediately terminate their participation with Project NOLA's community-based public safety initiative for any reason they may possibly deem necessary.
